Series Representations of the Rational Numbers

Lots of bit I don't understand. First problem is

"Define the series representation of A as $A\\sum\_{k=1}\^{\\infty}\\frac{B\_k-1}{B\_k!}$"

Is A multiplied by the sum? or what. Don't follow.
