Well the worst case would be if the coins had stacked up one on top of each other, rather than filling the available space. (Assuming they are lying flat anyway).

Assuming also by change you mean 1 cent coins. The thickness is 1.52 mm. So you would have 9inch / 1.52mm = 150.

So worst case scenario is $6.50 (given the $5 bill)

Best case would be if you only had $1 coins, determining exactly how many can fit is tricky because of the diameter, which is 1.043in,best case is probably approx around 1.25 coins per layer, so that would give 9in / 2mm * 1.25 = 143.

So best case is around $148 (given the $5 note)
