You could start with "Invitation to Number Theory" by Ore or "Mathematics of Choice" by Niven. If your level of ability is high and you want to start with a book that's mainly about working through lots of problems, you could try "Mathematical Thinking: Problem-Solving and Proofs" by D'Angelo and West.
