To find the answer in miles per hour, multiply by 60.

15 minutes=15/60=1/4 hour
48÷(1/4)=48×4

If you want your answer in miles per hour (which I'm assuming, just compute how many miles one can travel in an hour if one covers 48 miles in 15 minutes. That means in 60 minutes, they would cover 48 miles 4 times (as 15 x 4 = 60). 48 x 4 = 192.
