Thanks for sharing this story. It was lots of fun.
I can't follow the calculations he does. I suspect they cut some parts of what he said that would have been necessary in order to follow the calculations.

In the mumbly part afterward, he says he "did the mental math quick and dirty" (or something to that extent). He also says he gets 18 as the answer, so probably he meant to say that he divided by 60.

Videos are not really the way to go here
In general, these lotteries boosted the payouts (the "roll down") such that the expected value of playing numbers exceeded the cost of the ticket for those numbers.
One way to make the lottery attractive.
