For the article to be worth reading, it should include the proof of each of the divisibility criteria (and preferably talk about the rules which have a straightforward generalization to different bases).

Unfortunately, the article does nothing but list the criteria and give some examples of how to apply them. As such, the article is of no particular interest, and I would not agree it's good.
