Use long division.
33/10 = 3.3 (that is it. non repeating)
10/3 = 3.33... (repeating)
They are, obviously, not the same value.

33/10=3 3/10. 10/3=3 1/3

I feel like your actual question is

For example,
1.23456456456...
= 123.456456456... / 100
= (123 + 456/999) / 100
= (123·999 + 456) / 99900

33.333... / 10 = (33.333... x 3/10) / (10 x 3/10)
... = (99.999.../10) / (3)
... = (100 / 10) / (3)
= 10 / 3
Note that the denominator '3' is not a repeating decimal. Only the original '33.33333....' is.
