We have 10 units of cement to 25 units of sand. Very straight forward:    
a. The ratio of cement to sand is 10:25    
    
b. We reduce the fraction such that the numerator is 1. We then have for each shovel of cement, we have two and a half shovels of sand. In other words, the ratio of cement to sand is 1:2.5
