Try matching up the shirts to the pants that don't match in color, for all the different shirt colors:
3 white shirts * (2 blue pants + 3 black pants) +
2 blue shirts * (1 white pant + 3 black pants) +
3 black shirts * (1 white pant + 2 blue pants)
