I'm wondering what nationality Drinfeld is being counted as. Wikipedia (in Ukrainian and Russian) identifies him as Ukrainian and American, though he emigrated to the U.S. years after winning the medal. Ukraine doesn't have any medals on the map.

I don't think it's fair to automatically attribute to Russia all medals awarded to Soviet citizens, if that's what's happening.

Leaving aside the countries with one medal, what jumps out is the extraordinary per capita concentration in France and Belgium, and to a lesser extent Britain.
